Why Arsenal's Pierre-Emerick Aubameyang can't play in the Europa League

Arsenal return to the Europa League next month, and must submit their squad by Feb. 1. They have completed the transfer of Borussia Dortmund's Pierre-Emerick Aubameyang, following on from the capture of Henrikh Mkhitaryan from Manchester United. But while Mkhitaryan CAN turn out for the Gunners in the UEL, Aubameyang will be INELIGIBLE.
